The Department may issue the travel permit to a foreigner who is not in a position  to obtain a new passport because of the loss or destroy of his or her passport in a manner that it cannot be used or expiration of its validity period or otherwise, for the purpose of departing from Nepal. Provided that, in a case of a person who holds the diplomatic or official passport, the Ministry of Foreign Affairs shall issue such travel document.
